It takes time to refund, rebook, or reroute flights. Airlines are currently having difficulty responding to all queries from passengers. Philippine Airlines issued a request to passengers because of this:

Cancellation requests from passengers may be made through our Reservations Hotline, or at any of our Ticket offices. If you are not willing to cancel your booking, we recommend that you do so. This will allow you to avoid the No Show Surcharge.

If you arrive 3+ hours late than your scheduled flight arrival time, you could be eligible for compensation from Philippine Airlines. It can be difficult to determine how much compensation you are entitled for a delayed flight.
